And so it proved this month when a 38-year-old garage owner from Glasgow, who had been to his brother’s wedding in Afghanistan, became the UK’s first confirmed victim of the tick-borne viral illness when he died at the high-security infectious disease unit at London’s Royal Free Hospital.

It is a disease widespread in domestic and wild animals in Africa and Asia — and one that has jumped the species barrier to infect humans with deadly effect.

But the unnamed man’s death was not the only time recently a foreign virus had struck in this country for the first time.

Last month, a 49-year-old man entered London’s St Thomas’ hospital with a raging fever, severe cough and desperate difficulty in breathing.

He bore all the hallmarks of the deadly Sars virus that killed nearly 1,000 people in 2003 — but blood tests quickly showed that this terrifyingly virulent infection was not Sars. Nor was it any other virus yet known to medical science.

Worse still, the gasping, sweating patient was rapidly succumbing to kidney failure, a potentially lethal complication that had never before been seen in such a case.

As medical staff quarantined their critically-ill patient, fearful questions began to mount. The stricken man had recently come from Qatar in the Middle East. What on earth had he picked up there? Had he already infected others with it?

Using the latest high-tech gene-scanning technique, scientists at the Health Protection Agency started to piece together clues from tissue samples taken from the Qatari patient, who was now hooked up to a life-support machine.

The results were extraordinary. Yes, the virus is from the same family as Sars. But its make-up is completely new. It has come not from humans, but from animals. Its closest known relatives have been found in Asiatic bats.

The investigators also discovered that the virus has already killed someone. Searches of global medical databases revealed the same mysterious virus lurking in samples taken from a 60-year-old man who had died in Saudi Arabia in July.

When the Health Protection Agency warned the world of this newly- emerging virus last month, it ignited a stark fear among medical experts.

Could this be the next bird flu, or even the next ‘Spanish flu’ — the world’s biggest pandemic, which claimed between 50 million and 100 million lives across the globe from 1918 to 1919?

In all these outbreaks, the virus responsible came from an animal. Analysts now believe that the Spanish flu pandemic originated from a wild aquatic bird.

The terrifying fact is that viruses that manage to jump to us from animals — called zoonoses — can wreak havoc because of their astonishing ability to catch us on the hop and spread rapidly through the population when we least expect it.

One leading British virologist, Professor John Oxford at Queen Mary Hospital, University of London, and a world authority on epidemics, warns that we must expect an animal-originated pandemic to hit the world within the next five years, with potentially cataclysmic effects on the human race.

Such a contagion, he believes, will be a new strain of super-flu, a highly infectious virus that may originate in some far-flung backwater of Asia or Africa, and be contracted by one person from a wild animal or domestic beast, such as a chicken or pig.

By the time the first victim has succumbed to this unknown, unsuspected new illness, they will have spread it by coughs and sneezes to family, friends, and all those gathered anxiously around them.

Thanks to our crowded, hyper-connected world, this doomsday virus will already have begun crossing the globe by air, rail, road and sea before even the best brains in medicine have begun to chisel at its genetic secrets. Before it even has a name, it will have started to cut its lethal swathe through the world’s population.

If this new virus follows the pattern of the pandemic of 1918-1919, it will cruelly reap mass harvests of young and fit people.

They die because of something called a ‘cytokine storm’ — a vast overreaction of their strong and efficient immune systems that is prompted by the virus.

This uncontrolled response burns them with a fever and wracks their bodies with nausea and massive fatigue. The hyper-activated immune system actually kills the person, rather than killing the super-virus.

Professor Oxford bases his prediction on historical patterns.

The past century has certainly provided us with many disturbing precedents. For example, the 2003 global outbreak of Sars, the severe acute respiratory syndrome that killed nearly 1,000 people, was transmitted to humans from Asian civet cats in China.

In November 2002, it first spread among people working at a live animal market in the southern Guangdong province, where civets were being sold.

Nowadays, the threat from such zoonoses is far greater than ever, thanks to modern technology and human population growth. Mass transport such as airliners can quickly fan outbreaks of newly- emerging zoonoses into deadly global wildfires.

The Sars virus was spread when a Chinese professor of respiratory medicine treating people with the syndrome fell ill when he travelled to Hong Kong, carrying the virus with him.

By February 2003, it had covered the world by hitching easy lifts with airline passengers. Between March and July 2003, some 8,400 probable cases of Sars had been reported in 32 countries.

It is a similar story with H1N1 swine flu, the 2009 influenza pandemic that infected hundreds of millions throughout the world. It is now believed to have originated in herds of pigs in Mexico before infecting humans who boarded flights to myriad destinations.

Once these stowaway viruses get off the plane, they don’t have to learn a new language or new local customs.

Genetically, we humans are not very diverse; an epidemic that can kill people in one part of the world can kill them in any other just as easily.

On top of this, our risk of catching such deadly contagions from wild animals is growing massively, thanks to humankind’s relentless encroachment into the world’s jungles and rainforests, where we increasingly come into contact for the first time with unknown viral killers that have been evolving and incubating in wild creatures for millennia.

This month, an international research team announced it had identified an entirely new African virus that killed two teenagers in the Democratic Republic of the Congo in 2009.

The virus induced acute hemorrhagic fever, which causes catastrophic widespread bleeding from the eyes, ears, nose and mouth, and can kill in days.

A 15-year-old boy and a 13-year-old girl who attended the same school both fell ill suddenly and succumbed rapidly. A week after the girl’s death, a nurse who cared for her developed similar symptoms. He only narrowly survived.

The new microbe is named Bas-Congo virus (BASV), after the province where its three victims lived. It belongs to a family of viruses known as rhabdoviruses, which includes rabies.

A report in the journal PLoS Pathogens says the virus probably originated in local wildlife and was passed to humans through insect bites or some other as-yet unidentified means.

There are plenty of other new viral candidates waiting in the wings, guts, breath and blood of animals around us. You can, for example, catch leprosy from armadillos, which carry the virus in their shells and are responsible for a third of leprosy cases in the U.S.

Horses can transmit the Hendra virus, which can cause lethal respiratory and neurological disease in people.

In a new book that should give us all pause for thought, award-winning U.S. natural history writer David Quammen points to a host of animal-derived infections that now claim lives with unprecedented regularity. The trend can only get worse, he warns.

Quammen highlights the Ebola fever virus, which first struck in Zaire in 1976. The virus’s power is terrifying, with fatality rates as high as 90 per cent. The latest mass outbreak of the virus, in the Congo last month, is reported to have killed 36 people out of 81 suspected cases.

According to Quammen, Ebola probably originated in bats. The bats then infected African apes, quite probably through the apes coming into contact with bat droppings. The virus then infected local hunters who had eaten the apes as bushmeat.

Quammen believes a similar pattern occurred with the HIV virus, which probably originated in a single chimpanzee in Cameroon.

'It is inevitable we will have a global outbreak'

Studies of the virus’s genes suggest it may have first evolved as early as 1908. It was not until the Sixties that it appeared in humans, in big African cities. By the Eighties, it was spreading by airlines to America. Since then, Aids has killed around 30 million people and infected another 33 million.

There is one mercy with Ebola and HIV. They cannot be transmitted by coughs and sneezes. ‘Ebola is transmissible from human to human through direct contact with bodily fluids. It can be stopped by preventing such contact,’ Quammen explains.

‘If HIV could be transmitted by air, you and I might already be dead. If the rabies virus — another zoonosis — could be transmitted by air, it would be the most horrific pathogen on the planet.’

Viruses such as Ebola have another limitation, on top of their method of transmission. They kill and incapacitate people too quickly. In order to spread into pandemics, zoonoses need their human hosts to be both infectious and alive for as long as possible, so that the virus can keep casting its deadly tentacles across the world’s population.

But there is one zoonosis that can do all the right (or wrong) things. It is our old adversary, flu. It is easily transmitted through the air, via sneezes and coughs.

Sars can do this, too. But flu has a further advantage. As Quammen points out: ‘With Sars, symptoms tend to appear in a person before, rather than after, that person becomes highly infectious.

‘That allowed many Sars cases to be recognised, hospitalised and placed in isolation before they hit their peak of infectivity. But with influenza and many other diseases, the order is reversed.’

Someone who has an infectious case of a new and potentially lethal strain of flu can be walking about innocently spluttering it over everyone around them for days before they become incapacitated.

Such reasons lead Professor Oxford, a world authority on epidemics, to warn that a new global pandemic of animal-derived flu is inevitable. And, he says, the clock is ticking fast.

Professor Oxford’s warning is as stark as it is certain: ‘I think it is inevitable that we will have another big global outbreak of flu,’ he says. ‘We should plan for one emerging in 2017-2018.’

But are we adequately prepared to cope?

Professor Oxford warns that vigilant surveillance is the only real answer that we have.

‘New flu strains are a day-to-day problem and we have to be very careful to keep on top of them,’ he says.

‘We now have scientific processes enabling us to quickly identify the genome of the virus behind a new illness, so that we know what we are dealing with. The best we can do after that is to develop and stockpile vaccines and antiviral drugs that can fight new strains that we see emerging.’

But the Professor is worried our politicians are not taking this certainty of mass death seriously enough.

Such laxity could come at a human cost so unprecedentedly high that it would amount to criminal negligence. The race against newly-emerging animal-derived diseases is one that we have to win every time. A pandemic virus needs to win only once and it could be the end of humankind.

Speaking from London, where he was with a U.S. delegation visiting the Paralympic Games, it was the strongest comment yet from the Chairman of the Joint Chiefs of Staff distancing America from a possible unilateral attack by Israel.

Israel is believed to be planning a military strike ahead of November's Presidential elections.
Barack Obama would be under pressure to support the attack - even though military chiefs are against it - for fear of alienating Jewish voters in key swing states such as Florida.

Emphasizing Washington’s position, General Dempsey - America's most senior general - added: 'I don’t want to be complicit if they (Israel) decide to do it.’

And he said there was a worry that the international coalition putting pressure on Tehran ‘could be undone if Iran was attacked prematurely.’

He insisted that sanctions were having an effect and should be given a reasonable chance of succeeding.

His comments came on the same day that the International Atomic Energy Agency reported that Iran had doubled its number of centrifuges and accelerated nuclear fuel production – a clear sign that it is pressing ahead with its nuclear plans.

"Don't Stop" is a song by the rock group Fleetwood Mac, written by vocalist and keyboard player Christine McVie.

Sung by Christine McVie and guitarist Lindsey Buckingham, it was a single taken from the band's 1977 hit album, Rumours. It is one of the band's most enduring hits, peaking at number three on the Billboard singles chart. In the UK market, "Don't Stop" followed "Go Your Own Way" as the second single from Rumours and it peaked at #32. In the U.S, it was the third single released, and peaked at #3 in October 1977.

Don't Stop" reflects Christine McVie's feelings after her separation from Fleetwood Mac's bass guitarist, John McVie, after eight years of marriage. "'Don't Stop' was just a feeling. It just seemed to be a pleasant revelation to have that 'yesterday's gone'," she remembers in The Fleetwood Mac Story: Rumours and Lies, "It might have, I guess, been directed more toward John, but I'm just definitely not a pessimist."

It was used by U.S. presidential candidate Bill Clinton as the theme for his first campaign, most notably at the 1992 Democratic National Convention. Upon winning the election, President Clinton persuaded the then-disbanded group to reform to perform it for his inaugural ball in 1993. At the 2000 DNC, he ended his speech by saying, "Keep putting people first. Keep building those bridges. And don't stop thinking about tomorrow!" Immediately after this sentence, the song began playing over the loudspeakers.

The theme was played again for Clinton's appearances at the 2004 and 2008 events.

But even with the cleaner conditions neighbor's aren't satisfied. They want the dogs gone. They say they've had enough of of the constant barking and smells coming from the home, where Animal Control says more than 50 dogs live.

In response to "dont hate the dogs" Yes we have spoken with her and she is very unapproachable and will cuss at you and has flipped us off driving down the road. Shes not a nice lady thats rescuing dogs. Shes a bitter lonely woman with no regards for others or her many dogs as the pictures clearly showed tonite.

Yes, she works for the Fire Dept., no she is NOT at all what is normal for them. She is in the process of suing them yet again. Trust me, they would love to be rid of her! As for the dogs, I love dogs, all dogs, but hers have been neglected for years. She has 2 homes, one of hers and one that was left to her by her mother. The dogs have taken over so badly that they are digging under the foundation and it is on the verge of collapse. Her poor child is neglected and yet she still gets away with keeping him by staying just on the right side of the line. Someone PLEASE rescue these animals and the kid! She is in serious need of mental help!!!!

for over a decade Winkelmann has been breeding dogs, she would place ads in the paper selling the husky/hound mix pups. i havent seen her advertise any of the pups for sale in a few years. she did not adopt a dog from the shelter EVER! she doesn't rescue, she let them breed. this is a case of a few dogs allowed to breed for 10 yrs and producing offspring. and dont blame the evil shelter for her irresponsibility. she's been offered several vouchers to get her dogs fixed for years. which she refused to do. and now here we are. a decade and nearly a hundred dogs later...

there is a nuisance law in leon county that can be enforced if the LCSO wants to,i lived in Tallahasee and had a neighbor that had 7 dogs and they would keep us up all night from the barking so we called LCSO and they came out numereous times and the person ended up getting some tickets.

Animal control was back at Christine Winckelmann's property this afternoon. They inspected the grounds for several hours. And while they say she has made progress, there's still more work to be done.


Pens full of feces. Dirty water. Multiple dogs to a cage.
These were the conditions of Christine Winckelmann's property last week, as seen here in photos given to WCTV by a confidential source.
Animal Control inspected the Wide Road property last Thursday. and cited Winckelmann for several violations.

"There was a considerable amount of feces around the kennels," says Richard Ziegler, director of Leon County Animal Control.

Winckelmann was given seven days to clean up. Ziegler returned for a follow up inspection. He checked the grounds for more than two hours.

"All the buckets of been cleaned. Scrubbed out. Clean food. But some of the kennels still need to be cleaned up from the matter," says Ziegler.

But even with the cleaner conditions neighbor's aren't satisfied. They want the dogs gone. They say they've had enough of of the constant barking and smells coming from the home, where Animal Control says more than 50 dogs live.

"She's cleaning the kennels up finally, but what's going to happen now is everybody thinks everybody is going to back off of it and it's and it's going to happen again. We have got to hear this and smell this all the time," says Ward Waff, a neighbor.

Off camera, Winckelmann told wctv she cares for the dogs the best she can. She says she is not a dog hoarder. Just someone who loves dogs. Winckelmann says she does not want any of the dogs end up at the pound and euthanized.

Winckelmann was issued two citations. One for failure to comply. The second for creating a public nuisance. She will be required to appear before a judge. And could pay up to 0 dollars per fine.

UPDATE -- February 9

Animal control officers returned to a Woodville home today and ordered the owner of dozens of dogs to continue cleaning up their kennels.

Neighbors complained about constant barking and the smell of feces coming from the corner lot. Animal control inspected her property for 2 1/2 hours and have cited her for more cleanup.

Atlhough, she has provided fresh water and cleaned up some feces, animal control says there is still work to do. The citation requires her to appear in court, where she can face a fine of 500 dollars.
Animal Control will re-inspect next week.

We talked to the dogs' owner today.

Christine Winckelmann says she cares for the dogs to the best of her ability.

She says she is not a dog hoarder, but a dog lover and does not want any of the dogs to wind up at the pound to be euthanized.

"It makes me sad that so many of my neighbors have such animosity toward me," she said. "I am constantly cleaning and trying to keep up with my responsibilities."

Animal Control will return Thursday to inspect a Wide Road property, according to its director. The property has more than 50 dogs living on it and excess feces and tainted water.

Animal Control Officers went out to the property out Feb. 2 after neighbors called about excessive barking and a loose dog. Animal Control inspected the property. And violations were found. Animal Control said it would return Wednesday for a followup inspection. But that has been rescheduled for Thursday.

Richard Ziegler, director of Leon County Animal Control says the ordinance gives the owner seven days to comply. And he says Wednesday would be six days. One short of the requirement. Ziegler says he will inspect the property himself Thursday afternoon.

Law enforcement officers have now given a Leon County woman an ultimatum in a case of a possible hoarding situation.

The property, owned by Christine Winckelmann, has more than 50 dogs in what many believe are poor conditions. WCTV recently obtained photos from a confidential source of the property owned by Winckelmann. To view photos, click on the "Photos" tab above

Carol Zorn has lived next to the property for years.

"You can't hardly even stand to be out there because of the smell," said Zorn.

We showed her the pictures of what's happening over the fence next to her. Photos show dogs living four to a cage next to piles of feces and water buckets that have turned brown.

"I thought through all the years that it might kind of look like that but I've never been over there."

Leon County officials were at the property Friday to inspect the area.

Animal Control Director Richard Ziegler, who witnessed the property first-hand, says something needs to change. We showed him these photos.

"The water, like the water here dark and stuff that's one of the things that we addressed," Ziegler said. "Removing all the feces and stuff like that so yes that is some of the things that we are going to, she's supposed to take care of."

Ziegler has given Winckelmann an ultimatum. She has until this Wednesday to clean the property up before Leon County Sheriff's deputies step in.

"There's a process that the ordinance allows us to follow and that's what we're looking at."

Ziegler didn't rule out animal being taken away from the property.

Zorn says she's finally hopeful that a solution will be found for both the animals Winckelmann.

A Leon County ordinance limits the numbers of pets you can own.

Animal Control arrived at a home on Wide Road Thursday. Neighbors had complained about excessive barking. Animal Control says more than 50 dogs live at the home there. Owners of more than 31 cats and dogs need a permit. But only if they're guilty of two violations in a two year period.

While the owner does not have a permit, She has not been found guilty of two or more violations either. The ordinance took effect in October for Leon County.

Neighbors on Wide Road in Leon County say they've had enough of the smells and constant barking coming from one of the homes there.

"It's just pure misery living next across the street from this lady," says David McCranie, a neighbor.

Neighbors on Wide Road say they've been dealing with this for years.The constant barking and the smells are coming from this home neighbors say is overrun by dogs.

"The smell, constantly everyday, especially when it rains, the noise the little beeper she's got over there that tries to keep the dogs quiet," says Brandon McCranie.

Animal Control Officers responded to the repeated complaints and went to the home of Christine Winckelmann.

"They heard some dogs barking or acting aggressive with themselves inside and were concerned about the welfare of the dogs," says Richard Ziegler of Leon County Animal Control.

They inspected the property. But there was no evidence of any abuse of neglect of the more than 50 dogs animal control says are living on the property.

"A lot of the animals look really good. There's water. Food buckets were empty, but the person just got home," says Ziegler.

Animal Control did issue to two citations to Winckelmann for barking dogs. But neighbors say they want to see more done.

"I'd like to see these dogs out of here. They're not people friendly," says Brandon McCranie.

Animal Control says Winckelmann has been cited before for loose dogs and inhumane care. Winckelmann declined to comment.

Winckelmann will head to civil court to handle the citations. A court date has not been set at this time.

Yesterday, Mr. Z was asked the number of dogs on Winkelmans property...(at one point there was close to 100 dogs on her property)...Mr. Z indicated that they had not yet come up w/a total number and told us that he would call us and let us know....so Mr. Z....how many dogs does this hoarder have on her property? We're awaiting your call!

Don't believe everything how it is reported. WCTV syas "Animal Control" states OVER 50, but try like double that, almost 100.

A suburban Dallas mother has been charged with felony criminal mischief after she allegedly helped middle school student boys prank their classmates' slumber party.

Tara Mauney, 41, allegedly purchased 108 rolls of toilet paper for the caper and lead the group of students to put raw chicken in the mailbox, a toilet on the front lawn and graffiti on the home, causing ,000 worth of damage.

When the pranksters were spotted by the slumber party girls, they chased them to the home of Mauney, who they recognized from school functions, though her attorneys have denied any and all claims against her.

According to an affidavit acquired by MailOnline, officers arrived at Jodie Rishel's home early July 25 to find the entire residence covered in toilet paper.

They found raw chicken stuffed inside the mailbox and a toilet placed in the center of the driveway in front of the home with the words 'suck it' written in permanent marker on it.

'[The Officer] also observed that written on the light colored exterior stucco walls of the home, in the covered drive area, were numerous writings, such as "whore house", "CMS jokes", "suck it", and "sluts" in black "sharpie" style ink. "Sluts" was written on the circle driveway in what appeared to be mustard, which had dried,' the arrest compliant read.

Peanut butter was smeared on the pillars of the driveway and tampons and other sanitary napkins - soaked in ketchup - were stuck on the front windows of the home.

Mrs Rishel said that she was hosting her 12-year-old daughter's friends for a pool party and slumber party that evening when they observed a male looking over the back fence at the festivities.

The girls chased after the boy, who fled with a group of children they recognized from school, to the home of Tara Mauney, a few blocks away.

Mauney, who the girls recognized from school functions, allegedly stopped outside of her home and asked the girls 'Could I help you?'

'You can clean up the mess you just made,' one of the girls responded, according to police.

Police were called as well as the girls parents, which is when one of the girls' mothers remembered that she had seen Mauney shopping at the local WalMart at 10:30 pm that evening, with eight middle school aged children.

Security footage of the store revealed Mauney 'chaperoning' a group of three boys and five girls posing for a photograph inside the store before they purchased three 36-roll packages of toilet paper.

Police say the group struck another home that night as well.

Mauney, who is free on ,500 bail, faces a maximum of two years in jail and a ,000 fine for the deeds.

When reached Monday by the Star-Telegram, Mauney declined to comment other than to say that 'the kids have retracted some statements.'

Her attorney, Brian Willett, says that Mauney denies the charges and is prepared to take a polygraph test.
'She was never at that place,' Mr Willett said Monday. 'They are saying that she did the writing, but she wasn't there.'

Two boys who allegedly took part in the prank have come forward to police to confess their actions. Mauney has been the only one charged so far and is scheduled to appear in court next week.
